updates from nMHOA's 2025 Annual Meeting

Thank you to everyone who contributed to a great 2025 Annual Meeting! We met virtually on November 15 with 44 manufactured home owners joining us from around the country; making this our sixth year holding the meetings online. The meeting included several reports and presentations, including:

Zoning for Manufactured Homes and Communities
A panel discussed model land using zoning changes for manufactured homes and communities. Zoning governs the use and development of land within specific geographic locations. Decisions about zoning are generally made by local governments, however, the powers of local jurisdictions are defined by state laws and can also be influenced by federal action. Panel members included:
  • Ishbel Dickens – A retired attorney and NMHOA’s former executive director will discuss policies that can support families living in existing manufactured home park communities, including successful examples of community organizing and advocacy.
  • Grant Beck – The Next Step Network’s vice president of strategic partnerships will discuss policies to support the increased use of manufactured housing, including infill and new subdivisions.
  • Rachel Siegel – Pew Charitable Trust’s senior officer for housing policy will discuss other policies that can support the new and current use of manufactured housing, including changes in titling and increased access to financing.

  • Tumwater Mobile Home Park Zoning Ordinance

Successful Statewide Rent Stabilization Legislation
A panel discussed successful campaigns to pass statewide rent stabilization legislation. Before 2025, there were six states that set limits on manufactured home park lot rent increases: Delaware, Florida, New York, Oregon, Rhode Island, and Vermont. State manufactured home owner association leaders discussed how they added two new laws in New Jersey and Washington. Panel members included:
  • Anne Sadler, president emeritus, Association of Manufactured Home Owners
  • Joseph Sullivan, executive director, Manufactured Home Owners Association of New Jersey

Resources shared by the panel:
  • New Jersey - State Rent Stabilization (A3361)
  • Washington – State Rent Stabilization (HB 1217)
  • WA mobile homeowners, advocates react to new rent stabilization law

NMHOA Board and Officer Elections
NMHOA is governed by a 17-member board of directors, which is elected for two-year terms. Half of the positions are elected in even-numbered years. The results of this year's election include:

  • First Vice President – Mary Jo Baretich (Golden State Manufactured-Home Owners League)
  • Secretary – Anne Sadler (Association of Manufactured Home Owners)
  • Northeast Region Vice President – David Kruczek (Manufactured Home Owners’ Association of NJ)
  • Southeast Region Vice President – Donald Stanton (Federation of Manufactured Home Owners of Florida)
  • Western Region Vice President – Rita Loberger (Oregon)
